You exit the office around 10 AM to start your surveillance of the four deuces. You spend the day watching the premise while occasionally changing locations. Nothing out of the ordinary to report. At 6 PM you return to the now vacant office to pick up files to look over that night. You are looking for any possible link to management involvement in selected enforcement... OBS Check Ref: Surveillance usually requires a commitment of days, weeks or in extreme cases months. GB turns cover weeks at a time if necessary. If you wish to commit to a surveillance over time, just indicate the method, equipment if any, location, target and time committed (ie 3 weeks etc.). if there is an encounter during that period, it will be noted on the time and date of occurrence.

I'll continue the surveillance of 4 deuces for one week to start out with. I'll use the same method as I used on day one. At the end of the week, I'll either continue or possibly switch surveillance to Miller Brothers Trucking Company.

You conduct surveillance of the deuces from outside...on Friday, July 02, 1920 at around 11 AM a truck from Millers Trucking arrived out front of the four deuces. 2 men get out of the truck the roll 10 barrels into the "speak." They are assisted by employees who you have seen inside...
When you enter the "speak" you continue to notice a lot of alcohol related activity going on openly. On a couple of occasions you saw uniformed Chicago Policemen going in and out...
At night you continue to look through the files. You have started to notice that thee senior Agent has failed to sign off an all the investigations that have been submitted. Without signing authority, an Agent cannot allocate funds, use resources or apply for a warrant...

I'll mark down what day and time I saw the truck from Miller Brothers. I'll take the files home that show information submitted and the lack of signing by a senior agent. I'll give Becky Flick a call to see if I can get ahold of her. During the weekend I won't do an official stakeout of Miller Brothers company, but any time I walk by I will check entrances and exits. I'll see if I can gauge how many folks are there at one time, as well as if I can see any folks who aren't dressed for the trucking business but still are at the Miller Brothers location. Friday and Saturday nights at about 3 AM, I'll take a walk down there and see if I notice anyone there or lights on in any back areas. I want to scout it out, to see how difficult it would be for me to get in set up a wire tap, and get out.

Robert calls the office of Becky FLICK at the end of shift around 4:30 PM. She answers the phone when the operator puts it through... You take the files home that are beginning to show a possible pattern of lack of supervisory support for enforcement action on certain targets in the Ward... On the weekend you walk by the Miller Trucking and have a look inside. Miller employee's generally wear one piece coveralls or work clothing...inside the location you did notice a better dressed individual around the main door carrying a shotgun. Possibly security... On Fri and Sat nights (around 3 AM) you walk around the depot. The vehicle door located in the alley on Michigan Way seems to have the most truck traffic. All appears to be quiet at that hour.

Wiretaps were literally tapping into the line and listening. You would have to tap into the wire to the building and figure out what conversation is the one to the phone you a looking for. The other option is to go to the Bell Telephone Co. and tap into the exchange with help from operators...

OOC: Thanks for the information about 1920's wiretapping. Would I be able to tap into the line in the building and listen from elsewhere? Or I would I need to be on the street or in the lobby?
On the phone with Becky Robert speaks casually, "Hello, Ms. Flick. This is Agent Heflin. I have some evidence that might interest you. If you can take some pictures I have an idea when a booze delivery comes from a supply location to the 4 Deuces. I also have some case files that show agents turning in evidence that could lead to major busts but no higher ups will sign off on them. You can take photos of those as well, and I'll let you know who the higher ups are. That can also go with the story that can come about when I start making some busts which hopefully won't be too long from now. It would help me out if you can photograph what I have now, and then I'll let you know when I move in on the big bust, and you can be there for that as well."

ReF: in order to make a successful wire tape (1920's) you'd need to run a physical wire from the tap to a location which would have a ear piece to listen with. if you wished to record the conversation, you would use a cylinder dictaphone or phonograph. Also, note that in the 1920's, Agents had to be careful publicizing federal "official" documents. You could be arrested and charged. Not like the "whistle blowing" of later years. It would make an impact but cause then end of your character and campaign. You'd be better to play the inside... You telephone Becky FLICK and inform her of your new info. She responds BF: "So, you have a scoop for me to photo and print? The story being, liqour suppliers to Torio at the Four Deuces? Or, are you askin me to take some pictures and notes but sit on it? Don't you have a camera, buster!?"

"Well I'm not really a photographer. I was just thinking that I don't have enough right now to run a story, but I was notifying you of the deliveries because they might go good with the story once there's a bust. Of course, like I said you can be there when I make the bust if you'd like. Don't worry about photographing the stuff on the warrants or any of that. I'll find a way to do that. I'm not asking you to do anything. I'm just providing some information which could be helpful to you."
OOC: Does agent Bob have authorization to look at the documents I've looked at since he's also a federal agent? Or we would he not have access because we're in different departments?

Becky FLICK listens then says BF: "Deal. i'll take a look myself, or my assistant will, then get some photos. So, when is this bust gonna happen? You sure you're up for this? Mr. Torio is not an easy target by any means...So, what exactly did you find??"
Ref: Sharing documents between Agencies is common and done unofficially. You could only "officially" share files or information with another agency with clearance from the upper brass. What is called a joint forces operation or JFO. If you trust another Agent, it's your call.

"What I've found out so far is that Miller Brother's Trucking Company is delivering liquor for Torio's mob. I'm going to do some more surveillance and figure out when I can make the bust. I'd estimate within a week or so. I'm still not sure who I can trust within the agency or around town. So, I'm going to try and do this on my own as much as possible. One thing I know is that the higher ups with Prohibition aren't signing off on warrants and resources even though there's evidence. Eventually, I'll figure out some connections there, and let you know when I make those busts as well, but that one might take a while.
"I'm not sure I'll need him yet, but can your p.i. friend get me inside an abandoned building? There's an empty storefront next to Miller Brother's and it would be a great place to set up for a wire tap. I might need help getting inside the trucking company after hours as well if he's up for it. I'm not sure how I'll work that yet, but find out how much it would cost me without mentioning any specific places to him. I doubt I'd get any funds from the department for it, and they might tip off the Torio's boys that I'm on to them, So I'm not going to ask them for money or any help at the moment. These are all plans in the making, so nothing's firm as of yet. Just find out how much, and I'll see what I can do. There's one guy who from a different agency who's new to town, so he may not be on the take yet. I'll work with him as much as I can."
Monday morning, I'll go int the office. a little early. I'll head across to the Bureau of Investigation's office and see if Agent Bob happens to be there.

Becky FLICK responds BF: "Hmmm. Sounds interesting. Ok. You think Millers is shipping bootleg so it must be a Torio operation. Have you been to the Millers warehouse yet? I'd also like to know more about this alleged "corruption" you've mentioned. You think it goes to the top? I'll ask my associate about helping you out with your problem(?) I'll have him call you to set up a meet. He also needs to keep a low profile, if you know what I mean."
Monday morning, July 5th, you go into the office early and stop by the BOI office. You hear the telltale sound of typing as you arrive. Upon entry you see Bob sitting at his desk working away. He looks up and says, RC: "Agent HEFLIN. How goes the battle?"

I might go in once in the guise of a potential customer before hand, but we'll see. Don't worry, all I'll need from Lucius is for him to open a few doors when nobody else is around."
To Bob: "Hi there Bob. I was wondering if you could me help me out a little later. I was going over some old cases and found some things of which I was hoping you could photograph. Do you have a camera you might be able to use? You don't have to be a professional photographer or anything, just snap a few pictures.
"Also Bob, listen to this. I'm not sure I trust everyone here or in the Prohibition branch in general. I'm working on something that may not be earth shattering but could be a pretty big bust. I just want to be sure I can trust you to keep it quiet while I'm lining all my ducks up in a row. Is that okay? Can I trust you?"

Agent bob listens then say's RC: "Sure. You can trust me. You can trust the Justice Department. I know you are new to the job. The Bureau of Prohibition has a bit of a reputation...if you know what I mean. I'll keep that in mind with our dealings. If you need anything, I can see If I can help. Now, as for the photographing? Yes, I can work a camera and help you photograph what you need. Now, what exactly are you working on?"

Robert will close the door to Bob's office after making sure nobody is outside. "I'm not sure who can be trusted. But I've found some documents showing that there was cause for warrants or allocation of funds that weren't being granted by senior agents despite their submission. I'd like pictures of that to prevent anyone from destroying evidence, or to use in case somebody come after me. I'm currently working on busting a delivery operation that supplies possibly multiple speaks around town. I don't want anyone else to know about it yet, though. Once I have the information I need and can make the bust without needing anyone to issue me a a warrant or extra resources, then I'll make the bust. I'll see how other folks react to it, and get a better idea who can be trusted and who can't. Just make sure that right now we don't let anyone know about this. Here's the files I need pictures of." Robert will point out exactly what he needs. "Thanks for all your help. I'll keep you informed as I progress. If you help me this could be big for both of us."
Robert will head across to his own office and wait for Burns and Beck to arrive. Once they do Robert will act as if doing some general information seeking.
"Hey guys I was wondering about who I should ask if I needed something to help me do some surveillance or investigating. Like if I needed a truck that was disguised as a dry cleaner or something, just stuff like that. Have you guys noticed anybody doesn't like to sign off on that kind of thing, or anyone that is more willing to sign off on it? It's all hypothetical right now, but I was curious if you guys had any experience getting turned down for warrants or resources, or knew of a fast track to getting it pushed through the red tape?"

John BURNS responds JB: "The brass has allocated us a 1915 Ford Model T Coupe. Nothing more. We are on a, lest say, tight budget. No extra perks for us! You need the car. You can have it. As for the warrants. Policy is all warrants must be reviewed by the supervising Agent before then can be sworn before a judge. Gather your evidence, write your report, then submit it for review. That's all. Mario will look it over when he comes in. Carl BECK then adds CB: "you wanna fast track a warrant? Then wait till Assit. Comm. Antonelli is on vacation then submit it to BURNS over here (pointing at John BURNS). He'll be acting supervisor! (laughs) John BURNS the say's JB: "That's right kid. I'll be be the big boss...temporarily! Now, keep in mind. this town is run by the politicians and the politicians don't like their constituents to be too dry. Then they're minds will be clear during election time! Get what I mean? We don't have much support around here.

I'll sneak to the door outside, and see if I can hear agent Bob doing anything. Then I'll head over to Miller Brother's Trucking and go inside. "Hi, I'm curious about moving some furniture and boxes I have stored at my folks place back in Wisconsin. I'm new here and trying to find out who I can hire for the job and how much it'll cost me. I'm an aspiring writer, so I don't have too much on me."
While I'm inside I'll try and locate where the phone is and if there is an office inside. I'll also try and figure about how many folks are inside and if I see any barrels or anything I an openly tell is alcohol being held inside any place.

When you listen at the door to the Office of the B of I you can hear the distinct sound of Bobs typing style, just banging away at the keys...
You walk the 2-3 blocks to Miller Brothers Trucking Co. on the Maxwell street pedestrian entrance. The door to the office located there. The vehicle doors are located on Michigan Way. Upon entry you are met by the owner/operator of the business, Sam MILLER and a strong smell of steam and hops... Sam is polite and friendly. He listens to your situation. He then say's SM: Sorry, we are completely tied up with a contract that involves all my trucks. Unfortunately I can't help you...

"Not if I witness a crime going on at the time, right? If I know a crime is being committed, and I don't have to search for anything, I can go right in, correct?" After talking with the guys at Miller's, I'll head back to the office and get the key for the Ford. Then I'll go and try and park in front of Miller's. Then I'll try and follow a Miller's truck for a bit to see where it goes if I happen to see one.

Monday, July 5th, 1920 at 10:30 AM you exit Miller Brothers Trucking and head back to the offices of the Bureau of Prohibition. You retrieve the keys to the 1915 Ford model T coupe then drive back over to the trucking Co. You park on Michigan Way with a clear view of the warehouse vehicle doors. After a couple of hours you see an employee open the doors to the warehouse and a truck drive out. It is a Model T Ford truck with wooden slat siding covered with tarp. You follow the truck and it's 2 employees around as it makes deliveries. The employees are seen delivering unmarked barrels to several locations...
Ref: Authority of Agents in the Bureau of Prohibition 1. Agents are Federal Peace Officers. They can arrest for all felony offences that are "found committing" if of a serious nature. 2. Can arrest for violations of the Volstead Act (prohibition violations) 3. Arrests for found committing in clear view can be done on the spot. 4. Gathering evidence to make arrests in the "near future" require a warrant. 5. Entering a private residence requires a warrant unless invited in. 6. Entering a business or home to secure evidence for prosecution requires a warrant. 7. Finding evidence of an individuals involvement in violations of the Volstead Act requires an arrest warrant in order to bring that person to the courts... Agents have been known to engage in activity that may not have been lawful in order to do their job more effectively Just some points to keep in mind, Agent HEFLIN.

After seeing deliveries, I'll return the car to the office. When I'm inside, I'll talk to Burns and Beck for a bit.

"Sure, sounds good. I'll keep working on gathering evidence. What I'm working on seems to be even bigger than what I thought originally. We could make a really good bust, if we can pull this off. I'll try and look at cases that involve Antonelli in the case load I take home. I'll see if I can find any evidence of him not signing off warrants.

You head home at the end of the shift and continue to look through the files. You see a pattern where files concerning TORIO and associates have memos attached asking for more information or clarification. Comments concerning politics are made and requests for more info. before going further. The files usually go stale as new files are opened by by the understaffed Agents. No enough to really implicate anyone but enough to raise suspicion...

Robert will meet Beck at 6:00. Before that he'll call Becky and see if she wouldn't mind stirring up a little public interest in closing down some of the bigger liquor operations in the 1st ward. Try and put some pressure on the politicians to get something done. Any stories she can write that will help in that direction would be appreciated.
During the week, Robert will try and keep a low profile around 4 Deuces. He will try and keep an eye on Miller's to see if notices the man in a suit that he saw inside the place either going or coming. He'll be on foot and see if he can notice the guy going to or leaving Miller's. He'll try and get an idea if he goes somewhere to report, or is coming from some place in particular as part of his schedule. If the man takes a car, then Robert will get the Ford from the prohibition office and use the car to see if he can figure out where else the suit man hangs out.
If during the week he finds out where else he goes, Robert will stalk out those places and also possibly do some more information gathering depending on what learns during his time with Beck. Toward the end of the week, he'll call Flick again and ask if she has any records or has ever heard anything about Antonelli hanging out with anyone from the Torrio mob.

Agent HEFLIN calls Beck FLICK and suggets some story lines for the reporter to pursue. Becky responds BF: "What do you thing I do, Agent HEFLIN? My writing IS designed to question the inactivity or collusion of politicians and provoke some response from the public. There is some serious criminal activity going on and next to nothing is being done about it. How bout you do your job and i'll report on it, OK? I've been working on an expose but it will take some time..." When HELFIN asks about Antonelli Becky FLICK responds BF: "No. Why? Is he involved in this somehow? Is he being paid off by TORIO?"
Agent HEFLIN conducts surveillance of the Four Deuces and sees a steady stream of customers coming and going. Surveillance of the Millers Trucking locates the male in the suite coming and going from the warehouse to the Four Deuces everyday around lunch time...
Friday, July 9th, 1921 you head in late to the office to meet with Agent BECK around 6 PM...

Before you hang up with Becky FLICK she adds BF: "there was a multiple murder committed behind the barber shop not long ago. A shootout involving up to 7-8 men. 4 were killed and left in the lane way. It apparently had to do with bootlegging. You should check you files for that one. I'd be interested... Carl BECK comes in at 6 PM. He starts his notes and paper work. Checks his revolver then gets the keys to the coupe. He says CB: "I'll drive seein as I know where i'm goin! (laughs)... You exit the office around 8 PM then begin to drive around the Ward. Agent BECK stops for coffee at Brandon's Coffee Shop around 8:45 PM parking in front. The sun is starting to go down but it is still light. You pick up 2 coffees from Brandon's then get back in the car. Carl rolls forward approximately 15 feet then parks behind a 1918 Chev flat bed truck. Carl BECK then says CB: "somethings holding up that tarp on the back of that truck... Lets take a look." He then turns the car off and exits onto the street. He motions fo you to exit onto the side walk...
