That's nonsense. I can run KotB on the fly using octaNe and a few name changes. And that definitely isn't D&D. Maybe "use a module on the fly without a problem" causes the misunderstanding. To me, it only makes sense (when trying to figure out if a game is a house ruled D&D or an entirely different one) if it actually means "use a module with its own game stats"; i.e. if a game uses Hit Dice, one could use the ones offered in KotB. But I am not Melan, so it is up to him to clarify that statement (if he feels like it).
