LOTRO has several adventure arcs after the destruction of the One Ring. Gondor has an occupying force in Udun, and adventurers are entering Mordor seeking treasure and forbidden knowledge. Gandalf doesn't approve of the latter, but his task is done, and if they refuse to listen, be it on their own heads if they meet up with misadventure.
Sauron may be gone, but evil is still present. Men and Orcs loyal to Sauron still hold out and fight the forces of the West. Some are trying to carve out their own petty realms from what's left of Mordor. Evil artifacts, while less powerful than the Ring, can still corrupt the good.
It makes sense for the game. It needs to keep players interested after they complete their quests. There are other story arcs, of course, but this is my current story arc. It also sounds like an interesting idea for a fantasy campaign for mid-level to high-level play.

Cirith Ungol I would think might be a good mini-dungeon in Mordor. Shelob has descendants and wasn't under Sauron's power, so she probably also had some good swag!

Yes, treasure follows from the accumulation of human and elven victims, some no doubt well-armed and armored and perhaps with magic items, but alas for them, not the phial of Galadriel, for example.

Much as Sauron was Morgoth's lieutenant, and stepped in to fill the power vacuum once he was gone, you could have a lieutenant of Sauron's attempting to take over his remaining forces/assets after he is gone.
Possibilities: -Mouth of Sauron, Lieutenant of Barad-Dur (or another Black Numenorean) -Gothmog, Lieutenant of Morgul (only briefly mentioned once in LOTR) -A Balrog that Sauron unearthed from beneath the Mountains of Mordor -Blue Wizard(s) -An Uruk Hai or Olog Hai Chieftain -Some kind of military mastermind from afar (the East in LOTR) like Thrawn in the SW Expanded Universe.

I was thinking of retconning Warduke as a Black Numenorean serving as one of Sauron's captains. Kelek would also work as the leader of a cult devoted to Sauron.

Oops. Sorry! Didn’t mean to be that ambiguous. I think it’s an awesome idea. I think it’s a great way to bring D&D and TLoTR together. I’m definitely intrigued.

I've already been a proponent of connecting the Flanaess and Middle-earth maps as East and West halves of the same continent, so I'm all for that sort of crossover. Mordenkainen or somebody similar could be one of the blue wizards.

And Shelob might not be dead, either - Tolkien was ambiguous on that point. And you are right, I have no doubt that there would be excellent swag!

Another adventure hook is dealing with different factions trying to take over the top spot after Sauron's downfall. LOTRO has one city in Mordor that is divided between Easterlings and Haradrim. Both factions constantly clash with each other for control of the city. You can do quests aiding one or both factions, raising your status with one group while lowering it with the other.

Reclaiming Minas Morgul is a continuing story arc in LOTRO. Your character can share a few adventures with Faramir and Eowyn (disguised as the ranger Dolenthol). One of the arcs involves defeating Gothmog, who is a lesser wraith. An earlier story arc reveals his origins.
Shelob is not dead in the game. She doesn't venture out of her lair, but she does send her children and minions to wreak havoc from time to time.

That would work. LOTRO does have an adventure set in what's left of Barad Dur. It's mostly Black Numenoreans and Uruks inhabiting it.
