Well, I think it could apply to either of them - the UK Steve Jackson (with Livingstone) created the Fighting Fantasy series, which in a way (solo play) did outdo D&D, and was turned into an RPG. Adding to the confusion, the US Steve Jackson also wrote several books for the Fighting Fantasy series.

Are you referring to the UK Steve Jackson (pic above) or the US Steve Jackson (GURPS)? There was a great picture in an old copy of Space Gamer of the two of them playing tug-of-war with a "Steve Jackson Games" sign. I'll see if I can dig it out.
