First, I should note that I did a quick edit to clean up the odd page breaks in your post. It reads smoother this way.
Second, I find it to be a real shame that you got stuck with a gaming group that needs such things to be pointed out to them. Seems like a lot of baggage and this certainly can ruin the fun for all involved. Good luck with your group.
In my game group, he who runs the game sets the rules. The GM gets to decide what game we play, which rules are allowed and which are not, and has the final say in all matters like this. Players who don't agree either go away or offer to run a game so that they can be GM and set the rules. Overall, I find that being a GM is a lot more work than being a player and in general folks pick playing over GM'ing. There are a lot more players than GM's. That's why the GM is king.

Thank you for the edit, Finarvyn.
We have had some great games and there are some capital fellows but I have a couple players who I am cursed/blessed with them being not only a regular player but also a good friend and it makes it hard to drop the hammer.
I think your model is the only way for a game to thrive. I'm just about there--the co-GMing things on a timetable hasn't worked as well as I would have liked.
I appreciate your well wishes

Good for you for trying to communicate clearly! Far too often we all get jammed up by stuff that's not said, and end up playing the same game with completely different agendas, which never works.
Cool that you're going to try FWG, too--I'd love to hear how that goes!
