In OD&D, it seems clear to me that you are simply supposed to add 4 to the dwarf's level when looking up a save on the fighter's saving throw table, assuming the effect being saved against is magic-based.
This would equate to a +2 bonus to saves vs. magic, except at levels 3 and 6, where the bonus is +4.
In holmes, the dwarf was given his own table, with every save being 2 better than the fighter's, except dragon breath, which is only 1 better.
In moldvay, the dwarf just basically got a +4 to every single save.
Does anyone know how the heck this happened? It seems like a really poor interpretation to me, but perhaps there is something I am missing...

As far as Moldvay is concerned, remember that they got their own (slower) xp chart, and the level limit doubled from 6 to 12. With the slower xp chart, they have less hit points than a human, so the great saves keeps them alive.
