I would be happy with a human army with calvary, archers and maybe some siege weapons. my biggest issue is, if the ration of men to model is 20 to 1 how much does a model cost. does a model of heavy foot cost 2 points or 40?

I assume that the costs are per model. Why give the price of a fraction of a figure?

I assume the listed costs are per man instead of model. thus a goblin model at 20:1 ration would cost 30 points where a dwarf model would cost 40 points.
