What's the story, where Fafhrd and Mouser are trapped in a city that summons to it anyone who views the city from a distance, capturing and enslaving them?

I think there are a couple of stories with a similar premise. It's been a while since I read them, but "The Sunken Land" might be what you are looking for. It's in the Swords Against Death anthology. I think there is another in Swords and Ice Magic but I can't recall the title offhand.

EDIT: for some reason I inserted the notion of this being tied to water (sunken island or that type of thing) and in re-reading your post I see nothing about that so I may be way off base with my suggestion. Must ponder further.

At the very end of “The Lords of Quarmall”, the sorcerous lord tries to prevent them from leaving with an enchantment, as the Twain are leaving the eponymous city/stronghold, but the spell fades as soon as the road makes a turn and hides the latter from their sight. Earlier in the story, it is stated that the Quarmallian society is a slaver one and that its masters often use sorcery to bind people to their wills and increase their slave-labor.
Maybe it is this story you seek?

In "The Howling Tower" it's a tower which summons people to it, not a city, but might be what you're looking for.

I think at the end of the story, F & M escaped with a lot of treasure, but had to leave it behind because they looked back and were almost pulled back a second time.

I believe you are talking about the very first story in volume 2 (which used to be the first F&GM book, Two Sought Adventure). The story is The Jewels in the Forest.
What others have suggested fit loosely, but I'm pretty sure the one that fits your description the best is that one.

FYI. Reading the F&GM books in order and some of the stories in their original form is a bit of an eye opener. When Leiber added the two origin stories and rearranged everything into a timeline, he very much imposed this over-arching "plot" that makes it all about losing/finding the two women/paramours. That stuff just isn't in the original stories and some pieces like Thieve's House really becomes a different thing when you add it. (It adds a more 'romantic' revenge theme.)
