I'm somewhat familiar with the Harn setting, but I don't know much about the system. I do know that it is gritty and low-magic, so it may be a good fit for running a Middle-earth campaign. The setting also has a lot of Tolkien influences, so some of the cultures can be used to model those in Middle-earth. Here's a list of conversion notes from The New Notion Club Archives.

I don’t know much about Hârn or HârnMaster but it looks pretty nice. There’s an article (and a map) in Other Hands Issue 29/30 about placing Hârn in Middle-earth, FWIW.

Within the lore of Hârn itself, it appears Middle-earth exists as a separate world called Midgaad. It's sure possible to play a ME campaign with Hârnmaster, just be aware that while magic is rare, some spells are really powerful. "Freezing Cloud" or something like that comes to mind, which could instantly take out even a strong group of enemies. When we played our campaign, once the player had that spell leveled up a bit, it became the standard opening spell for many battles, often enough it was the only action happening in the battle.
