so how do you guys handle party expenses... i know btb it states that parties that do not have a stronghold pay 1% in gold for expenses but this seems like chump change compared to what they actually get btb...

I usually track most expenses and the players throw in a little extra to cover stuff they may have forgotten that isnt' hugely important. 1% can work and avoid a lot of paperwork and delay (some of my games become sessiosn of shopquest:papers & paychecks 2) .
1% a week would do the job better or be cruel and have it be a lot unless it is carefully invested ot buried somewhere hard to get at.
The conan rpg recomneds taking all of a characters funds over 30sp.

well ive just noticed in my games lately the characters have almost to much gold to do anything with really... so to get rid of it i have been deducting 100gp per a PC level per a week... but there has been alot of moaning and uproar...

Tell them it's for upkeep,taxes,training, bribes and sacrifices to their temples. They don't feel like paying, the don't have to and you be sure to tell them there will be new adventure opportunities like: equipment breaking, the authorities forcefully collecting on taxes, slow level gain, inability to get things done via channels and healing spells and such just don't work as well as they should.
alternatively you could establish a standard of living- 1gp/level/week for meager , 2 gp/level/week for common, 25 gp/lvl/wk for well-off, 100 gp per level/week for living large, 200 gp lvl/wk for living like a king. Have npcs treat them according to their standard of living. "oh gee, he must be the king...he's not covered in dung"

I don't want to do a lot of bookkeeping, because I don't want to play a game of Papers & Paychecks. The supply & upkeep mechanic for a domain-less character (1% of current XP in GP per month) works for me and my players. It can be a game week mechanic too. For example, Jane's Warrior, Mary Joe the Barbarian, earns XP this session, getting her up to 37,833 XP. I say, ok, Jane, Mary Joe the Barbarian must pay 95 GP for the next game week. It covers taxes, food and drink, housing, you name it. If Jane's character doesn't have enough, then the Innkeep, or boarding family, or hospitable Gnomes of Gnome Vale, tell her to scram (some very politely, like). This way we can start the next session in the next game week with, "May Jane stands resolute in the downpour at the entrance of the Lost Dungeons of Yrag Xagyg ...." and into the dungeon Jane goes.
