The Dungeon Master’s Basic Rules Version 0.2 were posted on October 28, 2014. The screen friendly and printer friendly versions are available at dnd.wizards.com/articles/features/basicrules?x=dnd/basicrulesI'm not sure what's changed since version 0.1. I haven't had time for a close reading. The new document is only two pages longer than version 0.1, so it's likely just minor fixes and additions. Only the DM's Rules changed. Nothing has changed in the Player's Rules; they are still the same at version 0.2, dated August 12, 2014. Sorry if this is info is repeated in another thread!

From what I can tell, the Monsters section is the same. They rearranged and updated the Building Combat Encounters section. In the Magic Items section, they added more info an magical "attunement", they reworded some entries, added +1, +2 & +3 Armor and Weapons with notes on rarity for each, and the list is now in alphabetical order. The whole thing is now two pages longer.

I don't want to look overly critical, but that thing I just downloaded looks to me like some poor-pissed half-assed hackjob. Not a single word of introduction to the game, not a little bit piece of advice for novice DMs, just BAM! "Monsters" in page 2.
The order of presentation of monsters is alphabetical to the most absurd dgree "Adult Red Dragon" is in the As ; "Young Green Dragon" in the Ys, "Brown Bear" in the Bs but "Polar Bear" in the Ps !
The DM booklet of my Mentzer Set was 5 pages shorter but offered me twice as much magic items and some DM counseling. Moldvay did as much good job in three pages. Godammit! Even the Playtest packs had a little piece of DM advice!
Frankly I can't figure how a totally novice would-be DM could possibly just download the Basic rules, and then start DM-ing

They offer only a bestiality, an EXP rewards, and some bits of magical treasure, with no real advice to novice DMs on how to put it all together. I would chop it down to "Oh well, system demo" and all, but these documents should serve more than just as a demo to get established gamers on board: it should also serve a a gateway drug for novices who never played RPGs... Ever!

My understanding is that this doc is mostly for the folks who are running the Adventure League sessions at game stores, and not designed at all for a novice DM. That's why the focus is on magic items which are found in published adventures instead of a generic list.
