The books give two methods for determining treasure. The first is level dependent, and is given in the section on how to populate the dungeon (3 in 6 rooms with monsters and 1 in 6 rooms without monsters will contain treasure), while the other is the Treasure codes from the monster tables.
What do you use, when and in what circumstances?

Level dependent in dungeons, treasure codes in wilderness, unless it is a dungeon lair and then treasure codes in a dungeon lair

Basically, same as makofan. I call the treasure codes "troves". If a dungeon has a specific monster that is its "focus", so to speak, that trove will be present. Rooms that aren't part of that monster's lair may have additional treasure that belonged to the original inhabitants.
