L1 fighter +1 to hit normal men?

The example given for trolls indicates that a + to hit dice should be taken to mean "+x to one of the attack rolls against normal men types"

This would seem to apply to the first level fighting man then. Do you apply it?

Yes, it comes from CHAINMAIL. The leader receives +1 to all dice and is assumed to have best armor and weapons available for his time period. This became the 1+1 veteran d&d fighter.
