This looks good. I haven't gone through in detail but the framework would seem to work. Have you playtested this?

I've not playtested no; when I have used the Gardasiyal spells 'in action' as it were I had a whole different system again as I was trying to integrate them with the RQIII ruleset.
There is a version II of these spell rules - it just jigs with how you calculate the maximum available spell power.
Universal spells - divide the spell effect in Gardasiyal by 2. Thus a lev 1 caster can use U1 and U2 powers as 'level 1' spells.
Generic - as above but +1 spell level. thus a Generic level 4 power in Gardasiyal is a 1+4/2 = 3rd level power in the new system.
Temple - as above but +2 levels. Your max value Temple Lv10 power is now availabale at 2 + 10/2 = 7th level.
This makes the greater level powers available at lower caster levels, but this might be overpowering, even with the limited availability of Group III/Temple spells at this level.

<Necromancer brushes gravedust off his sleeves>
Hi Bert, folks!
So, I'm gearing up to run a Tekumel game myself for the first time. (I think) I'm going to use 1st ed AD&D as the base, for classes, levels and combat. I'm going to use the monster and treasure lists from OEPT. My biggest problem right now is magic. I have a slightly beefed-up Magic User class labelled "Sorcerer," that may or may not be currently working as a priest, as my only spell caster class. I do tend to like the idea of all the temple spells from S&G/Gardisayal/T:EPT, but there's just too much detail and bother for my taste as written. I want either:
(1) an AD&D-style spell list, cast-able by Sorcerer level, with available spells sorted by temple, -OR- (2) a simple point system that simply provides my spellcasters with a certain amount of spell points per level, perhaps with an INT bonus, and then a simple way to assign a casting cost in points for spells, also sorted by temple.
Bert, I'm going to read your document, but I'm curious if you've taken it any farther, or if anyone else has done any work that might help me out.
Thanks!
