Okay, so, I may have missed this somewhere in the text, but it looks to me, given the examples in the Monster section, that HPVs are centered around a rough "HDx3". Yes?

As an average i usually used three. The supplement has a more variable system that Arneson used by monster age.

Cool. And that makes sense, in terms of averages, if we're assuming a d6/HD, which I imagine is what Arneson had in mind...
