Neato! I'm looking forward to it. I always imagined the Humanspace Alliance to be a somewhat more reactionary version of TNG era Star Trek. Not quite "Mirror Mirror" Empire, but still ruthless.

The concept for this game is pretty simple: The Empire of The Petal Throne universe before the planet got sucked into the space time rift thingy. This is a bare bones beta test rule system but its perfect for what it does! This is a labor of love really & check out the Saturday night specials! Awesome. I think the concept is cool. The "Cobalt I" miniatures would be perfect for this. Or Hydra Miniatures "Galacteers".
I read the rules aloud as we drove down to Cold Wars last weekend. One of the things that stood out was the disintegration ray weapons. What happens if you pass your save and only take x amount of damage? You are only partially disintegrated - but just what does that mean? The interpretation I personally prefer is that the target's cells/molecules are affected equally so is one saves they are alive but somewhat "faded". Those who survive multiple shots, like veterans of encounters with the Hlutrgu, would a just "shadows" of their former selves - semi-translucent perhaps(?) They could be called "The Ghost Legion"...
