I'm not sure I'm understanding this properly.
On p13 of my copy there's a table: roll 3d6 (modified by the hirer's Charisma, and +3 if the reaction roll was a 12).
Most of the bands give a + or - to "morale dice."
However it then says that NPCs make morale checks "using the above reaction table or Chainmail."
"The above reaction table" seems to mean the 2d6 reaction table, which gives reactions from "attempts to attack" to "very friendly".
However it doesn't say which of these results count as running away, and which don't.
I interpreted it, based on Basic, as normal morale being 7, "+1 on morale dice" meaning morale of 8, and so on. But can anyone tell me what the actual rule is?

Also, it says that monster reactions are modified by Charisma. If this is using the same numbers as for Loyalty, then a character with Charisma of 18 would get 11 as an average result - meaning that most monsters would join the party, many of them 'enthusiasts' with +7 to Loyalty!

Gygax took a pretty lax approach to morale in OD&D, explaining it this way; "...the referee can throw two dice -- a 2 being very bad morale, a 12 being very good morale." So there is no average or target morale score as in basic, instead you simply add the charisma bonus to the die roll and decide for yourself what happens.
Or you can use CHAINMAIL, but that's mostly pretty complex. Its probably easiest to adapt the cavalry charge morale ratings on page 18. I have a table like that in my CHAINMAIL with OD&D notes.

OK...my interpretation's probably pretty reasonable then.
I might say that Charisma modifies monster reactions by a maximum of +/- 1.
