So, I have this pdf made from a scan (non-ocr), that weighs in at 28mb. I would like to compress it as far as possible so it'll be easy to send via email. In my experience, Windows' built-in option for compressing files doesn't really shrink them that much.
Any ideas?

Do you have a program that will manipulate PDFs? There is usually an option to decrease dpi that will dramatically reduce file size.

The fastest way, if you are using Acrobat Professional, is to open the file, then re-save it, but don't just click "Save." Use "Save As," and save it over itself. That will automatically run a compression on it...but usually it won't be that massive.
Using Acrobat's OCR function on image-scanned books can also make a difference. There's also a "Reduce PDF File Size" option in one of the drop-downs...but that's hit or miss.
I would do all three of those, in order, using "Save As" after each step.
Thus:
"Save As."
OCR/"Save As"
Reduce File Size/'Save As."
