I've used YouSendIt for these purposes. Upload is slow on the free service but the download is speedy. The site will tell you that you have to have a paid account to send a PDF but it will accept and send a PDF anyway if you just click past the warning.

One possibility would be to use a GoogleSites invitation-only file cabinet page. After someone downloads something (assuming you only wanted them to be able to access it once, or for a certain period of time), you could delete their invitation.

I think you can get 100 MB of space in a Yahoo group, and those can be hidden from the public so that you would have to be invited and also know it was there to find it.
