Give them exactly the same rules, except they get XP only for treasure, and FM get XP only for winning battles (obviously with the numbers tweaked in both cases).

(obviously with the numbers tweaked in both cases) an 'assassin' implementation could sit at the mid-point between the two tweked extremes...the back-stabby type of thief...

That sounds like it'd work, though it'd be quite the task to revamp the experience system in such a way. I prefer to simply have thief-type Fighting-Men as part of a character's flavor, and I'll allow them (or anyone else really) to make improvised rolls for things like picking pockets, including keeping their kleptomania a secret and pinching people's purses as they sleep ("just a few gold pieces here or there, they'll never notice" - if I had a nickle for every time a character's tried that and ended up dead I'll make modifications for dexterity and check to see if the thieved wakes up or whatever else depending on the situation. Still though I really don't have much of a problem with the Greyhawk Thief: I allow fighting-men to still do thieving-type stuff like sneaking, their chances of success are just lower (that way thieves aren't just skill-monkeys but merely characters who are better at certain thieving-related skills than most).
