If you're in a hurry and want to score some free (legally free I might add) terrain maps for the Continentals US here is an awesome link:

Just scroll down to the area that says, "Click on the first letter of the state for the TOPO map you are interested in" and make a jump to the state you're interested in.
I discovered these maps while preparing a Gamma World Scenario for my my boy. You could easily drop any of these maps into your own world or use one as a base to begin an adventure.
These are scans of traditional Terrain Maps, but they are definitely useful. They're quite large TIFF and tfw's (whatever that is), but I've had some success in using them with Picasa.
Here's an example a screen dump of a small portion of a typical TIFF file (this one is from near my childhood stomping grounds in Northern Wisconsin, a great variety of terrain, swamp, creeks, lakes, etc.).
Anyway, hopefully someone might find them as useful as I have.
