Hello all. As I understand it, in Character Generation you get 1 skill roll per term (2 for first) plus 1 if commissioned that term, plus 1 if promoted that term.
The Scouts and Other Services have no ranks so no promotions or commissioning, and thus are limited to one skill per term.
Google tells me that this was later changed so that Scouts get two skills per term by default.
There is no mention of this in the Other Service. Deliberate Design or an oversight?

I'm guessing deliberate. I interpret "Other" (at least in CT77) as a path into untrained civilian life, or a descent into a gray-area/criminal career. It could prove tough to get skills, and there's not a lot of space for promotion! It's also a place that provides a nice avenue for house-ruling to fit the game to the setting you're going for. "Other" might be a way to introduce things that might not fit within a military or corporate environment.

In subsequent errata and clarifications the pattern emerged that careers without rank advancement (commission + promotion) got 2 (sometimes more, when it comes to the alien modules) skills/term, just like Scout. So it's a common house rule for CT, especially if you use the additional careers from S4: Citizens of the Imperium, which has several careers without advancement.
