Here is a fully bookmarked pdf I created for generating NPC's for each of the 61 political areas mentioned in the original Greyhawk boxed set. Each area has a column for female name, male name, alignment, hair color, hair texture, complexion, and eye color, all rolled on d30.

The alignments and physical characteristics are closely based on what Gary wrote in the Greyhawk gazetteer. The names come from the Everchanging Book of Names, which has a section devoted to the various regions of the Flanaess. It doesn't distinguish between male and female names, so I basically picked out the names that sound more "feminine" to modern ears to use for the female names. Anyway, enjoy!
