I like a one pager I believe came from the Harn world system.

I roll a d6 for precipitation and a d6 for "extreme."
No precipitation in the desert.
1:3 precipitation for wetlands.
1:6 precipitation everywhere else.
1:3 extreme weather in deserts and mountains.
1:6 everywhere else.
Extreme affects precipitation, if any. Otherwise it is some other affect related to the season. Cold snap. High winds. Scourching heat. Etc.
Each is a penalty to move rate. Both gives a double penalty.
This keeps things simple but works for me.
