Carcosa-style Settlement Generator

While messing around with Java, I create a simple program to generate Carcosa-style settlements. Here are some results:
340 enlightened black men inhabit a village ruled by "The Mystic Emperor", a 4th-level Lawful Evil cleric.
290 nomadic white men dwell in a village led by "The Commander who was once Masked", a 5th-level Neutral fighter.
"The Master who Does Not Forget", an autocratic 9th-level Lawful Evil fighter, leads a village of 156 destitute blue men.
34 enlightened yellow men dwell in a citadel ruled by "The Speaker from the Blinding Tower", an autocratic 7th-level Lawful Evil fighter.
221 savage purple men inhabit a village led by "The Lonely Brute", an autocratic 8th-level Neutral fighter.
"The Overking who was once the Great Liberator", an autocratic 9th-level Lawful Good fighter, commands a citadel of 48 enlightened black men.
204 civilized white men inhabit a village led by "The Prophet of Celestial Torment", an autocratic 9th-level Lawful Evil fighter.
29 degenerate purple men dwell in a grotto led by "The Celestial Mind", a 5th-level Neutral fighter.
"The Icy Star", an autocratic 9th-level Lawful Evil fighter, rules over a grotto of 29 enlightened red men.
"The Diseased Brute", an autocratic 12th-level Lawful Evil fighter, rules over a citadel of 41 savage green men.
