Spells that could be First Level

I was thinking about Spell level/complexity.
It has remained pretty constant over the last almost fifty years which is interesting because it has no corollary in the real world (which suggests that everyone just stuck with the levels initially given).
2 OD&D spells I think could (and maybe should?) be first level without breaking the game are Dispel magic and contact higher plane.
Both of these are spells that scale based on level (ie only overpowered when cast by a higher level magic user).
Dispelling magic is only useful to a low level magic user if you are attempting to dispel a spell at or around your same level. For example, a first level magic user would only be able to dispel a spell cast by 2d level magic user 50% of the time.
Contact higher plane is kinda broken anyway and it feels like most first level types should be able to use it given that they unlikely to get reliable information from it without going insane.
