I'm 11 minutes into this one! I last ran James Bond 007 three years ago...I didn't use it then, and I can't remember ever playing it the way Liz described initiative working, in that sort of wargame-y way. Of course, the Moldvay mechanic of "both sides roll d6, highest roll goes first" was so deeply entrenched in our gaming group that the only time we didn't use that was when someone was running AD&D 2nd ed. But even on the re-read in preparing to run it again, I somehow must have missed that rule.
