Does it mean that magic armor grants bonuses to saving throws? Displacer cloak also improves ST. I know that AD&D 1E has rules for it, but what about OD&D? Personally I never allowed this, but now I'm giving it a second thought. It is quite plausible that magic armor or shield could save against, let's say, a Fire Ball or Dragon Fire, especially if we consider these items as products of higher technology.
How do you judge it in your games?

Yeah, typically, that's an Arneson style thing. You'll see the same phrasing used in Totf, for example. However, to answer: no, I wouldn't take that to mean magical armor must improve your saving throws, but I would say that you can have magical armor with that feature.
