Origin of the Valley of the Ancients

Is it true that the Valley of the Ancients was included on the FFC map to make it fit with the Wilderlands?

How does the City of the Gods fit into this? Did it exist in the region prior to the inclusion of the Valley on the map? Or were the adventures participated in by Gary, Rob Kuntz and others to the City played out after the release of the FFC?
