Okay, here's my character as he stands now. Question: is he from in-sector or outside of it? Do I get a say in what his home planet is like (as you can read above, it would tie in with the character concept).

Everyone's from this sector. You will start out knowing of about 12 different star systems within the sector, and will be able to choose which one you're originally from.
That being said, you will all arbitrarily start in the same place so we can get the game moving right away. Probably somewhere in TriCon territory (see below). But again, that doesn't mean you have to be from there originally.
I wanted to wait for feedback from Makofan but he's busy and I know you guys are anxious to get underway so I'll give you what I have so far. I will be building out the details of each planet in the next couple of days but here's the overview.
King Sector
Caldean Union - After the Scream, this group of systems was overtaken by a religious awakening. In the chaos after the Scream, a charismatic demagogue named Calde blamed the tragedy on a lack of faith in his Higher Power of choice, called "The One". The Union is a full blown theocracy now. The leaders of the church are called "The Numbers", with the high priest known as Number Two (just below The One, of course), the rulers of the five systems known as Number Three through Number Seven, and so on. The Union is a covenanted society, with only members of the Church having the right to vote or own property.
The five systems of the Union are Acadia, Commonwealth, Providence, Haven, and Liberty.
The Union is the prime source of ores needed for manufacturing, and generates almost all revenue and trade from finished goods. Unfortunately, there is not nearly enough arable land on the planets of the Union to support its growing population. Which means it imports much of its food supplies from...
The United Planets Confederacy (UPC) - The UPC banded together after the Scream in a loose alliance dedicated mainly to insuring they weren't overrun by more advanced systems. While each of the system in the UPC grow enough food to supply their citizens and then some, they lack the ores and rare metals required to build advanced technology on any large scale. They trade just enough food to the Union to keep them from starving, but not enough for them to stockpile their larders and invade the UPC. It's an uneasy truce but neither side wants to risk upsetting the status quo... for now.
The four systems of the UPC are Argos, Delphi, Corinth, and Melia.
The Tripartite Consortium - Smack in the middle of the sector, and directly between the UPC and the Union, is the Tripartite Consortium (aka TriCon). The Scream threw the systems of the TriCon into a complete state of shock and dysfunction. A few smart, motivated and ruthless men led their mercenary gangs and mega-corporations across the Sector to secure as many starships as possible. They bought some, stole others, and took even more by force but the Consortium controls just about every freighter in the sector (that they know of, at least). Even more importantly, they maintain the rutters that guide the ships between systems. The Consortium provides the "grease" that keeps the sector's economy working. All the shady deals, illegal trade, and double crossing tends to happen in Consortium territory. It's tolerated as long as the credits keep flowing. TriCon doesn't own every ship out there, and rogue traders are tolerated. Any time some enterprising merchant tries to build a fleet to compete with the Consortium, however, the response is swift and harsh.
The three systems of the Consortium are Elysium, Empyria, and Nirvana.

coffee - 1 eris - 3 premmy - 2 Cameron - 2 So coffee starts with 500 credits, eris has 700 credits, premmy and Cameron have 600 credits. You can buy anything on the equipment list in the core rules that's Tech Level 4 or lower. 600 credits for you, Cameron. And all characters start with max hit points.

Cameron, don't forget you get an Expert Training package as well.
Once you post a complete character, I'll give it the once over (or Makofan will, whoever gets there first) and then I'll suggest edits, if needed.

You can change your CON to 14 since it's a prime requisite.
It doesn't look like you chose a Psychic Training Package. You don't actually get all of the Psychic's class skills; you have to choose a Training Package and you get the skills associated with that package.
Remember that all selected skills start out at zero so if you have a skill that came with both your background and your training packages, it would be at skill level 1. No first level character can start with any skill at level 2.
For the Culture/World skill, you have to choose a specific world. See the System Information thread for choices.
Once you make these edits, go ahead and post your PC in the Characters thread, please.

I did pick a training, I just didn't list it: Rogue Psychic. Sorry about the skills, I missed that rule but I'll correct it. Edit to add: and WOW! I thought I'd made some clever choices and ended up with mega-skillz!

Energy weapons use Type A energy cells instead of ammunition. One cell = one "clip".

I missed it the first time but you forgot to take your "6" for ability rolls. You can turn that 4 INT into a 9, for example, by swapping one of the "1"s I rolled for your free "6".
