It is most of the original Traveller, reformatted into an 8.5x11 format. There are a few things missing including drugs and experience if I recall. Also, ship combat may be simplified.
Otherwise it is all inclusive, chargen, equipment, combat, starships (creation, combat, and trade), world generation, animal encounters. Plus you get a bonus adventure, and the charts and tables are nicely collected in a separate booklet.
If you are at all interested in Traveller, grab this. It may not stay up for free for long, though this is the 2nd time around for this.

Just checked, ship combat is simplified, range bands instead of vector movement. Easy enough to retrofit vector movement though if you know the concept.
The drugs are mildly useful.
But as a whole, this really is a complete game. It certainly is sufficient for a group to have everyone have a copy, with the GM having access to the original boxed set or the Traveller Book, and possibly Snapshot (more complete personal combat rules) and/or Mayday (more detailed ship combat rules). Of course if you like Book 4-7 generation, that's extra. If you want any of the supplements, those are extra. Of course they can be added to the Starter Edition just fine.
So if you don't have this PDF, get it. Even if you have the Classic Traveller CD-ROM, still get this, it separates the three books into separate PDFs and fixes a few pages.

Hah, if it's missing the experience rules, is it really missing anything? It's missing quite a bit for the people who actually read the experience rules for what they say, as opposed to what people assume they say. Say you want to increase a skill. You start studying, and at that point your skill level goes up! It's only if you don't make your 'keep at it' roll that it goes back down. So you can bump two skills (one combat, one not) right after character generation, if you like. You just have to keep at it.
