Heroes, Superheroes and Wizards have 2 movement rates listed. One is the normal one, the other one is between ( ).
What does that second number mean?

That's their movement rate on horseback. If you look at the bottom of the table below the entry for Rocs it says (Move if horsed). It's hard to spot if you're not looking for it, but I assume that Rocs (giant birds) wouldn't be riding horses....  |
