I've been able to find every module (I think) ever published BITD for Gangbusters, but the one thing I can't seem to find, even on DriveThruRPG, is the actual rulebook for the game. While I can find a tolerably priced hardcopy on fleaBay for just the book, before I drop the hammer on that auction I thought I'd see if anyone has a pdf link, or if such a thing exists.
I'd prefer to get a legit copy, which is why I was dismayed not to find it DriveThruRPG for sale (then again, it might just be that their search feature is amazingly craptastic and I simply missed it)…
Mostly just want it for rules research (to compare with other published TSR RPG rules, or similar from other companies such as Chaosium's CoC) so that's why I'd prefer a PDF - I doubt I'd actually ever play the game (though I wouldn't turn my nose up at the opportunity) but I am curious as to how the game is played.

No-can-do. Rick Krebs has the rights to Gangbusters. I think there were pdf's available at drivethru, once upon a time. But since he licensed it to the Gangbuster B/X guys, there won't be any reissues on drivethrurpg.com or anywhere else. I was going to say, grab Gangbusters 3rd ed. It's the same rules as the old box set. Then, I looked at the prices on ebay. Cheaper to buy the original in whatever condition, since you're not looking to play it. Who cares if pieces are missing.

Thanks for the clarification. I went ahead and bought the rulebook I noticed on eBay for ~$25. Good enough, I guess!
