In The Lord of the Rings and The Hobbit, parties are formed of:
14 dwarfs 5 hobbits 2 fighting-men 1 elf 1 wizard
A Tolkien-esque party is therefore comprised of:
60.9% dwarfs 21.7% hobbits 8.7% fighting-men 4.3% elfs 4.3% wizards
This can be modeled by introducing the following ability score requirements:
Men need a score of 15+ in strength Hobbits need a score of 8- in strength Elfs need a score of 16+ in cha Wizards need a score of 16+ in int Everyone else is a dwarf

But those are two different parties, and the race of the majority should depend more on the type of quest involved. I've had DMs insist on all-human parties for certain campaigns, which would be appropriate for certain time periods like the Kin-Strife or the 4th Age. A party in the 1st Age would be composed almost entirely of elves.
