Oh, I don't know ... you should see my sister roll 1's. She's constantly asking for me to find an RPG where low is best. :-) She would probably have some decent stats with averaging dice.

Tell her to go to her friendly local used book store and look for Alternity (an old TSR sf game). Roll low, sometimes with multiple dice. This was sort of a precursor of the d20 system, but they still hadn't worked out the bugs.

I've got that one. Kind of neat, with a d20 roll modified by +/- certain dice types depending upon the modifiers. (Like d20-d4 or d20-d6 or whatever.)
Maybe I'll dust it off once my OD&D campaign reaches some resolution. (Of course, she's not "into" science fiction much. There's always a catch.)

Alternity can probably be used to play modern (or historical) as well; adjust the tech level down until you're happy.
What got me was the crufty system they were using which was equivalent to 3.x's Feats. That made my head whirl! But I did enjoy the different damage levels.
