Interestingly enough, levels in Warriors of Mars aren't that different from those in OD&D.
Level 1 Misc Females 2 Novices 3 2nd rate Levies 4 Levies, 2nd rate regulars 5 Regulars, 2nd rate guards 6 Padwars, 1st rate guards, 2nd rate Red Jeds 7 Teedwars, Odwars, Guard Padwars 8 Princes, Dotors, Chiefs, Dwars, 2nd rate Red Jeddacks 9 1st rate Jeds, Jedwars 10 1st rate Red Jeddacks

A couple of things come to mind here:
1. You have to wonder if there was a plan from the onset to make WoM and OD&D compatible. The games are clearly not the same because of the differing philosophies of "midieval fantasy" compared to "planetary romance", but there are some interesting similarities as well.
2. It's interesting to note that military rank matches level. This clearly reflects a warrior society where success in battle leads directly to military rank, which matches ERB's vision pretty well.
3. I wish that the ERB estate hadn't forced TSR to kill this game prematurely. This seems like the kind of rules set that really could have been developed if there had been the opportunity. Also, one wonders if TSR wouldn't have taken a similar approach with other literary worlds if they had been given the chance.

One other thing: character and NPC levels top out at 12th level in WoM. The 13th level is reserved for John Carter only.

Do levels 11 and 12 have descriptions like the above?

Levels 11 and 12 are names of some of the top NPCs from the books. I assume that "typical" martians seem to top out at level 10, the really well-known heroes are 11-12, and of course John Carter is 13.
