I built a character generator some time ago that I have now (finally) put up on github. It's a small and simple thing in javascript. Not especially pretty, but readable and functional.
From the documentation:
The equipment is chosen from the list of "Starting Adventuring Equipment" in LabLord. Nothing is intelligently chosen, just randomised with arbitrary parameters. This script has served me well over the last couple of years, for convention oneshots.
To try it out, check out my humble page. If you can, I would very much appreciate contributions to the code as well.

Nice. I also have one on my GitHub: NPCGenerator as part of my Arena package. Generates any level, any spell, key magic items, modified statistics, personalities keyed to alignment, etc. Downside is it's not a slick web application; user needs to compile and run a Java program locally (for now).

Generates any level, any spell, key magic items, modified statistics, personalities keyed to alignment, etc. Downside is it's not a slick web application; user needs to compile and run a Java program locally (for now). Maybe you could provide a binary somewhere?

Maybe you could provide a binary somewhere? Yeah, I used to, and the impression I got (since it's a command-line program) is that not many non-developers could figure out how to use it anyway. Is there a standard protocol on GitHub for that? Do most people have a compiled binary version there?
