Going with only the 3LBB's how do you handle recharging items with charges? Do you allow it? Or can only NPC's recharge an item? If you do allow it do you just let the player MU cast the spell into the staff? or do you require lab down time?

Wizards (magic-user 11+) can do it for down-time and gold if its a common item.
Otherwise you could probably use a magic sword/ring to cast a wish spell and re-charge an item. Seems like a waste of a wish though.

An item that can be recharged is no different from a permanent magical item. Gygax clarified (see DMG magic item section preface) his reason for creating the two types of magic items (charged and permanent) as a means of balancing the power of the Magic-User against the power of the Fighting-Man. The majority of magic-user magic items are limited. They are non-permanent and expendable. The non-permanence was to balance the fact that they had spells they could cast daily.
By making magic items "rechargeable" means that there really aren't any non-permanent magic items. That wizard wands and staves are just as permanent as a fighters armor and sword. The short answer is, there is no rule on "recharging" magic items because Gygax didn't want players to be able to recharge items. Wizards didn't get to keep wands of fireballs like fighters keep swords+3. If a wizard wants a new staff of power, he needs to make it from scratch again, just like he was rewriting a scroll or brewing a new potion. In the case of the Staff of Power it would take 6 months and 25,000gp (as per the magic item creation rules or what have you), or a quest to find another one.

Gary allowed wands and staves to be recharged. I never had any, so ask Rob or Ernie or Jim Ward.
