I have bought some from Noble Knight but those are like $4 a pop. Is there anyone who makes bulk minis for monsters that are cheap? Or just plastic minis or anything like that? Any help is appreciated because I can find very nice minis but I'm not really looking to spend $4+ a pop.

I assume you are asking about minis in 25mm/28mm scale. Wargames Factory sells boxes of plastic 28mm figures. They have historical figures from various eras (ancient Greek, Vikings, Romans, feudal Japan) as well as sci-fi and fantasy (orcs and skeletons). The Perry brothers also sell plastic minis, but they're all historical. Reaper Miniatures' line of Bones figures is cheap, and they have a large number of different figures aimed at fantasy gamers. Another line of plastic fantasy minis comes from Mantic Games, with your basic fantasy races--dwarves, elves, orcs, and humans. Another source is eBay--you can find large lots of figures for relatively cheap.

I've had great luck with a few select sellers on ebay who have stores. Two very inexpensive miniature brands are Red Box and Dark Alliance. I'm not sure that Red Box produces monsters though. Dark Alliance will get you your Orcs, Goblins, Wargs, Undead, Dwarves, Elves.

Well, i suppose it really boils down to what you want or need. I think the best approach is peobably to purchase 10-12 of the same figure as a "horde" and use them to represent whatever tribal type monsters you encounter. Single figures of heroes can be leaders and so forth. One excellent place to pick up fantasy and medieval figures are wargame conventions. Somebody is usually getting rid of their D&D collection of old lead figs at fairly reasonable prices.

Thanks for the replies. I will check these out. I don't mind spending some money on the heroes. But for the monsters I wanted something more affordable. The one site had 12 orcs for $24 which is pretty reasonable.

The Dark Alliance Orcs and Half-Orcs contain 40+ figures with 10 different poses. You can find them on ebay for $12-15 shipped to your door. The Warg mounted Orcs only contain 12 figures, but cost the same.

My favorite are the ral partha grenadier D&D minis, but they can be hard to find and expensive (and may be a problem if you're worried about lead poisoning). I've gotten a lot of minis from old gamers I personally know looking to put their unpainted models into good hands, and from surfing ebay. Its hard to find manufacturers making 25mm metal, because most places sell 28mm scale creep plastics, which end up looking almost 32mm.
