Why does Darth say to OB1, “You should not have come back”?

That line (like all the lines in the 1977 Star Wars film) needs to be understood apart from any other movies (which weren't even a twinkle in Lucas's eye before May 25, 1977). With that understood, it becomes pretty simple:
Back when Vader was helping the Empire hunt down and kill the Jedi, Kenobi was obviously amongst the Jedi fighting against the Empire. All the Jedi but Kenobi were eventually slain, so Kenobi gave it up as a bad job and went into hiding. That was that. No more Jedi. Empire triumphant.
But now 20ish years later Kenobi shows up in an Imperial installation causing mischief! Vader tells Kenobi he should not have returned to fighting against the Empire. ("You should not have come back.") After all, Kenobi would have lived longer had he simply stayed in his hut on Tatooine and waited to die of old age in bed. Instead, he decided (from Vader's viewpoint) to effectively commit suicide on the end of Vader's lightsabre.

I know, I know, that’s what I always assumed: “You should not have come back [out of hiding],” but what if OB1 has been to the Death Star before? Remember, he recognized it as “a space station” right away. Just contemplating an alternate theory.

Remember, he recognized it as “a space station” right away. Just contemplating an alternate theory. Not only had the Death Star just been finished but Vader wasn't even on it until the start of the movie. He was off in the Devastator. So it doesn't seem possible for both Vader and Obi-wan to have met on the Death Star at any point prior. It is possible that Vader once spared Obi-wan's life and reported him killed. However, that doesn't mesh with the "when I left you I was but the learner" line which implies that Vader hasn't seen Obi-wan since joining the bad guys.

The dialog between Vader, Tagge and Motti confirms that the Death Star is new as of Star Wars.
But here's a theory for you. Early on, Luke and Ben discuss the Clone Wars.
Later, when R2-D2 displays the full message:
So Vader appears to be saying that Obi-Wan should not have come back to Alderaan specifically. It's possible, if we ignore the other movies, that Vader and Obi-Wan have some history together in the Alderaan system that was meaningful, possibly that this was a battleground in the Clone Wars.

I like the way you're thinking about this, but I also agree with those who noted that the Death Star was new at the start of Star Wars. On the other hand, maybe they started with a core space station and built a larger one around it? Or maybe they had smaller versions of the DS in the past but this was the first huge-scale one? (No evidence for any of this; just a wacky thought.) what if OB1 has been to the Death Star before? Remember, he recognized it as “a space station” right away. He obviously got that information from the Force. He was astonished when he realized it. I always assumed it was "the force" that told him -- probably because a seemingly lifeless moon had all sorts of life forms swarming through its innards.
