Everyone can contribute with ideas, and certainly at least vote on plans no matter where in the marching order they are. Of course when investigating things and such, we do need to wait for those up front to indicate what they are doing.
I will be on vacation this week, but may be able to check in occasionally with my phone.

If I disappear about Tuesday it will be because hurricane Issac knocked me offline. A BAD storm can knock out power for as long as two weeks, so if I get hit Kell might go silent for an extended period. NPC him or move him off to the side until I get back, please. OTOH, maybe Issac will miss me and I'll still be here next week.

Just this... I am a very vanilla DM in terms of background. The world evolves during play.
WHAT THE PLAYERS KNOW
The campaign takes place in the hegemony of the City State of Verbosh. Verbosh sits astride the Great Source, the mightiest river on the continent, and dominates the fertile plains between two mountain ranges. It is a walled city of 1500-2000 people in the middle of vast tracts of farmland. A powerful central keep protects the ruler and houses his troops. Verbosh used to be a herditary monarchy, but is now led by an enterprising adventurer and powerful fighter who rules by force and his riches. The citizens of Verbosh are mostly mercantile or military, and usually very well off.
Just outside the city is the village of Verbosh, where a daily market is held and goods flow in from the surrounding contryside. Humans generally cling to individual settlements with enough manpower to ward off small monster raids, but most of the land is unsettled and dangerous.
The climate of the land is temperate, with cold, snowy winters and hot, dry summers. Because it is surrounded by mountain ranges, the weather is unpredictable.
